Ενσωματώνοντας τα Επιχειρηματικά Πάρκα στο αστικό οικοσύστημα
προοπτικές και προϋποθέσεις για μια ολοκληρωμένη μετάβαση

Σκοπός της παρούσας εργασίας είναι να διερευνήσει τα προβλήματα που έχουν συμβάλει στην ελλειμματική εφαρμογή του εργαλείου των Επιχειρηματικών Πάρκων στην ελληνική επικράτεια και να διατυπώσει συγκεκριμένες προτάσεις πολιτικής για την υπέρβασή τους. Αυτό γίνεται μέσω σύντομης επισκόπησης και κριτικής του θεσμού των Οργανωμένων Υποδοχέων Μεταποιητικών και Επιχειρηματικών Δραστηριοτήτων (ΟΥΜΕΔ) και ανάδειξης της σημασίας της οργανωμένης ανάπτυξης των παραγωγικών δραστηριοτήτων και των αλληλεπιδράσεών της με το αστικό οικοσύστημα. Στο πλαίσιο των παρατηρήσεων και διαπιστώσεων, φαίνεται ότι η αντιστροφή του σημερινού χωρικού παραδείγματος της άναρχης και απρογραμμάτιστης ανάπτυξης των παραγωγικών δραστηριοτήτων, προϋποθέτει μία συνολική αναθεώρηση του ρυθμιστικού πλαισίου για τους οργανωμένους υποδοχείς, με έμφαση: α) στην ανάπτυξη συνεργιών με την εφαρμοζόμενη ή/και προγραμματιζόμενη αστική πολιτική, β) στα συστήματα συνεργατικών μηχανισμών που λειτουργούν ως καταλύτες δημιουργικότητας και καινοτομίας, επιδρώντας καθοριστικά στη λήψη των αποφάσεων και εν τέλει στην εφαρμογή των χωρικών εργαλείων, και γ) στην άσκηση μιας ολοκληρωμένης, πλήρως τεκμηριωμένης και ερευνητικά θεμελιωμένης (evidence-based) πολιτικής βιομηχανικής χωροθέτησης, υποστηριζόμενης από σύστημα δεικτών αξιολόγησης και παρακολούθησης της απόδοσής τους. Κρίσιμο ρόλο φαίνεται ότι κατέχει, επίσης, η εξειδίκευση των κριτηρίων που λαμβάνονται υπόψη κατά τη χωροθέτηση νέων Επιχειρηματικών Πάρκων, καθώς και ο μετασχηματισμός των υποδοχέων σε τόπους όπου διευκολύνεται η εφαρμογή των σύγχρονων αναπτυξιακών και περιβαλλοντικών πολιτικών και των πολιτικών καινοτομίας.
