Ο στρατηγικός σχεδιασμός ως τύπος σχεδιασμού και ως εργαλείο αποτελεσματικής αστικής διαχείρισης

Στόχος του άρθρου είναι να δοθεί μια απάντηση στο ερώτημα αν και κατά πόσο ο Στρατηγικός Σχεδιασμός αποτελεί εργαλείο αποτελεσματικής Αστικής Διαχείρισης. Για το σκοπό αυτό επιχειρείται καταρχήν ο προσδιορισμός της θέσης που κατέχει ο Στρατηγικός Σχεδιασμός στο σύνολο των σύγχρονων σχολών/τύπων σχεδιασμού του χώρου, όπως έχουν διαχρονικά καταγραφεί και εφαρμοστεί κατά τον 20ο αιώνα. Στη συνέχεια, προσεγγίζεται η διαδικασία του Στρατηγικού Σχεδιασμού στην ανάλυση τόσο του εσωτερικού (internal) όσο και του εξωτερικού (external) περιβάλλοντος μιας πόλης, και αντίστοιχα, η έννοια και η πρακτική της Αστικής Διαχείρισης, προκειμένου να οριστεί η σχέση Στρατηγικού Σχεδιασμού–Αστικής Διαχείρισης–Αστικής Ανάπτυξης. Η σχέση αυτή επιχειρείται να εκφραστεί ως σχέση αλληλεπίδρασης συνιστωσών μιας δυναμικής πορείας που μπορεί να αναλυθεί σε φάσεις και στάδια υλοποίησης, αλλά και προσδιορισμού των κατά χρονική περίοδο προσδοκώμενων αποτελεσμάτων για την πόλη.
