Οι προοπτικές πολλαπλής χρήσης του θαλασσιού χώρου μέσα από την ευρωπαϊκή ερευνητική εμπειρία

Σε ένα περιβάλλον αυξανόμενης πίεσης για χρήση του θαλάσσιου χώρου, η ενίσχυση των συνεργειών και η αποφυγή συγκρούσεων μεταξύ δραστηριοτήτων καθιστούν την προσέγγιση της πολλαπλής χρήσης (Multi-Use) μια στρατηγική υψηλής προτεραιότητας. Στο πλαίσιο αυτό, ο Θαλάσσιος Χωροταξικός Σχεδιασμός (ΘΧΣ) αναγνωρίζεται ως το κατάλληλο εργαλείο για την ορθολογική διαχείριση και οργάνωση του θαλάσσιου χώρου, στοχεύοντας παράλληλα στην εξασφάλιση της βιωσιμότητας των δράσεων, στην αποφυγή συγκρούσεων και στην ταυτόχρονη επίτευξη κοινωνικοοικονομικών και οικολογικών στόχων. Η παρούσα εργασία εξετάζει τον βαθμό στον οποίο η προσέγγιση της πολλαπλής χρήσης μπορεί να συμβάλει στην ενίσχυση της βιώσιμης ανάπτυξης και της ολοκληρωμένης διαχείρισης των θαλάσσιων πόρων μέσω του ΘΧΣ, αξιοποιώντας αποτελέσματα ευρωπαϊκών ερευνητικών προγραμμάτων. Σε πρώτο επίπεδο διερευνώνται οι βασικές αρχές για την κατάρτιση των θαλάσσιων χωροταξικών σχεδίων, και οι στρατηγικές προτεραιότητες για την ενσωμάτωση και προώθηση της πολλαπλής χρήσης. Στη συνέχεια εξετάζονται οι προοπτικές που εξασφαλίζει η ένταξή της στο ΘΧΣ. Σε δεύτερο επίπεδο, μέσω της συστηματικής αξιολόγησης και σύγκρισης των παραδοτέων σχετικών Ευρωπαϊκών ερευνητικών προγραμμάτων, διερευνώνται οι σημαντικότερες προκλήσεις για την προώθηση της προσέγγισης και τα σημεία εστίασης για την ανάπτυξη καινοτόμων λύσεων προκειμένου να αυξηθούν οι πιθανές συνέργειες. Επιδιώκεται να αναδειχθούν οι ευρωπαϊκές προτεραιότητες σε συνδυασμούς πολλαπλής χρήσης και να διαμορφωθούν προτάσεις πολιτικής και στρατηγικών κατευθύνσεων για την ενίσχυση εφαρμογής της προσέγγισης. Παράλληλα, παρουσιάζεται η τυπολογία της πολλαπλής χρήσης και αναγνωρίζεται η πολυπλοκότητα της ενσωμάτωσής της στον σχεδιασμό. Στα συμπεράσματα προκύπτει ότι η υιοθέτηση της πολλαπλής χρήσης στο πλαίσιο του ΘΧΣ μπορεί να λειτουργήσει ως μοχλός βιώσιμης διαχείρισης του θαλάσσιου χώρου και ενίσχυσης της ανθεκτικότητας και ανταγωνιστικότητας των παράκτιων και νησιωτικών περιοχών, συμβάλλοντας καθοριστικά στην ανάπτυξη της γαλάζιας οικονομίας.
