Abstract

Temporary use is being manifested as a tool that can turn the negative effects of vacancy around; leasing space to users that represent the social economy and cultural sector, can have multiple advantages. Such a solution can have multiple positive effects: it allows groups or individuals to find an affordable space for a short time, try out an idea, allow experimentation, trigger off new synergies or reduce costs. The so-called “meanwhile spaces” offer opportunities for local policymakers to create the conditions for the creative economy to be supported while also meeting urban regeneration goals. Cities such as Athens, Ghent, Nantes, Bremen, Ostrava etc. emerge as examples where “temporary urbanism” is incorporated in mainstream policies. Under this contextual framework, the paper seeks to explore the conditions under which temporary use can be effective, taking into consideration the difficulties involved (legal framework, safety issues, management, etc.). Special emphasis is given to the way local stakeholders can work together towards an agreement on temporary use that will protect all interests. The dilemmas that occur in its application are also highlighted. The paper is partly based on the participation of the author in the works of the URBACT Refill project.
