Regional innovation poles in Greece 2001-2009: planning for targeted system of innovation

The paper describes the planning and implementation of the policy for Regional Innovation Poles in Greece. It deals with the design of focused systems of innovation, as each regional pole focuses on a small number of industries, technologies, and markets. The paper analyzes the full cycle of design-implementation – evaluation of the policy from 2001 to date and outlines the theoretical and other influences that helped shaping this policy. Core implementation instruments are evaluated (RTD consortia, technology platforms, spin-offs, etc.) from the perspective of their contribution to the establishment of focused regional systems of innovation. The organizational framework for implementation, the synergies of participating organizations and the sustainability of results are also assessed. The article highlights the processes of innovation that were activated within the Regional Innovation Poles and the importance of social capital in shaping and sustaining regional systems of innovation.
