Περίληψη

Η κοινωνική καινοτομία (Social Innovation, SI) αποτελεί όλο και περισσότερο ένα σημαντικό ζήτημα στις συζητήσεις για τη μεταρρύθμιση της κοινωνικής πολιτικής. Παρόλο που δεν υπάρχει συναίνεση για τον όρο «κοινωνική καινοτομία», φαίνεται ωστόσο ότι μέσα από τις διαφορετικές παραλλαγές που μπορεί να πάρει είναι παρούσα σε σειρά πρωτοβουλιών για την καταπολέμηση της φτώχειας και του κοινωνικού αποκλεισμού, στις πολιτικές για την ενεργό και υγιή γήρανση. Κυρίως, όμως, είναι παρούσα στην καθημερινή σχέση του πολίτη με τον τόπο κατοικίας του.
Στο άρθρο αυτό θα αναλυθούν αρχικά ορισμένοι από τους λόγους στους οποίους βασίζεται το σχετικό ενδιαφέρον και αφορούν στη διευκρίνιση της έννοιας της κοινωνικής καινοτομίας, δίνοντας ιδιαίτερη προσοχή σε χαρακτηριστικά όπως η εδαφική οργάνωση και η συμμετοχικότητα των πολιτών. Αναζητώντας τη σχέση της κοινωνικής καινοτομίας με το κοινωνικό, πολιτικό και χωρικό πλαίσιο από το οποίο προέρχεται θα δοθεί έμφαση στα ευρύτερα πλαίσια που επηρεάζουν τόσο πολύ την περαιτέρω ανάπτυξή της.
Επειδή οι κοινωνικές καινοτομίες υποκινούνται σε σημαντικό βαθμό από τη συμμετοχή πολιτών, θεωρούμε ότι το επίπεδο που επηρεάζεται από τις πολιτικές κοινωνικής καινοτομίας ποικίλλει, αφορά κυρίως τις τοπικές δομές κι έχει ιδιαίτερα χαρακτηριστικά όπως άλλωστε και η εδαφική οργάνωση του συστήματος κοινωνικής πολιτικής.
