In addition to the introduction and conclusions, the article is structured in two main parts. The first part describes the co-evolution of urban development and mobility as both a source of complexity and a framework for addressing the problems that emerge. A key prerequisite is the diagnosis of interdependencies and the deconstruction of problems within an evolutionary planning perspective. The second part traces the historical trajectory of this co-evolution in the case of Thessaloniki, used as an empirical reference, distinguishing four main periods. The first period (1912–1949) focuses on the city's emergence as an important national center. The second (1950–1980) is marked by dynamic economic growth and the gradual dominance of the private automobile. The third period (1981–2009) reflects the city’s aspiration to become a major Balkan metropolis. Finally, the most recent period (2010–2024) is shaped by successive crises, along with efforts for recovery and revitalization.
